JACKSBORO, Texas (June 19, 2023) – Frank L. Beaman, the CEO of Faith Community Health System (FCHS), was appointed by Cassie Brown, Texas Insurance Commissioner, to serve as a public representative on the Board of Directors of the Texas Life and Health Insurance Guaranty Association (TLHIGA). This appointment recognizes Mr. Beaman’s expertise and experience in the healthcare industry and his commitment to the well-being of Texas residents.
The TLHIGA is a non-profit organization established by the Texas legislature in 1973. Its purpose is to safeguard the interests of Texas residents who hold life, health, and annuity policies if an insurance company becomes insolvent and is ordered by a court to be liquidated.
“Frank has been leading Faith Community Health System for more than a decade, helping transform our organization and the state of rural healthcare here in the greater Jack County region,” says Lori McBrayer, board president of FCHS. “His intricate knowledge of the healthcare industry and how insurance providers work will bring so much depth and insight to the TLHIGA. We couldn’t be any prouder to have Frank represent not only Jack County but all Texans in his appointment to the TLHIGA Board of Directors.”
The Association offers protection within the limits defined by Texas law. It ensures continuity of coverage by either assuming responsibility for the insurance policy, including claim payments and other policy benefits, or facilitating the transfer of policies to another insurance company.
The nine members of the Board of Directors are appointed by the Texas Commissioner of Insurance. Five directors are required to be officers or employees of member insurance companies licensed in Texas, and three of these five must be from a company that is one of the top fifty premium writers in Texas. The remaining four must be ‘public’ directors independent of the insurance industry.

Beaman’s appointment recognizes the importance of having a representative from the healthcare sector who can bring valuable insights and perspectives to the Board. As CEO of FCHS, Beaman possesses a deep understanding of the complexities and challenges in the healthcare industry, including insurance matters related to health coverage.
As a TLHIGA Board of Directors member, Beaman will participate in important decision-making processes, contribute to policy development, and help shape the Association’s initiatives. His expertise and knowledge will be instrumental in ensuring that TLHIGA continues to fulfill its mandate of protecting policyholders and maintaining the stability of the insurance industry in Texas.

Beaman has been in the CEO role at FCHS for 13 years and has led the organization from almost certain closure to a thriving health system, including a hospital, an emergency medical service (EMS) fleet, a wellness center, four rural health clinics, and four nursing homes. Soon, the health system will also operate an additionalemergency room facility in Bowie.
